Hazard Mitigation Assistance-Program Liaison (HGA-BR)

Position Summary & Duties:
The Hazard Mitigation Assistance Program Liaison will work for HGA in the Baton Rouge area; highly qualified candidates may be approved to work remotely. Candidates at a minimum, need an undergraduate degree with 2 years of professional experience 5 to 10+ years of experience is preferred in managing and administering FEMA Hazard Mitigation Assistance (HMA) Grant Programs.

Qualified Hazard Mitigation Assistance Program Liaison candidates must demonstrate the required skillset for reviewing, preparing and submitting HMA applications and managing all aspects of the project through closeout. Candidates required skills include; data research, preforming Benefit Cost Analyses (BCA), responding to RFIs, quarterly reports, financial tracking and reporting, construction monitoring, milestone inspections, facilitation of both community and individual outreach while ensuring compliance with the all applicable Federal, State and local regulations to include proper procurement.

Knowledge, Skills and Abilities / Competencies

A Hazard Mitigation Grant Manager is a multidiscipline position that allows for a variety of skills. The Candidate is responsible for identifying, developing, analyzing, and preparing hazard mitigation grant proposals for FEMA under both Section 404 and 406 of the Stafford Act. Must be able to work with multiple stakeholders (Federal, State, local, private) to identify and coordinate creative and feasible hazard mitigation strategies that comply with all programmatic and regulatory requirements. This includes developing benefit-cost analyses to justify the proposed mitigation measure.

Project types may include but are not limited to Hazard Mitigation Plan updates, infrastructure projects i.e. safe rooms, retrofitting buildings, stabilization of canals, drainage, pump stations, roads and bridge projects, and the elevation and reconstruction of residential structures, and acquisition of property.


Hazard Mitigation Assistance Program Liaison (7-10 years experience)
- FEMA/State Program Expert, with particular expertise in all of the FEMA Hazard Mitigation Assistance Programs (HMGP, PDM, FMA), Section 406 mitigation measures, benefit cost analysis, mitigation planning, floodplain management regulations
- Section 106 HP and NEPA knowledge and experience a plus.
- Assist with mitigation project development, review project application for programmatic compliance; review mitigation plans for programmatic compliance
- Assists with the submission and amendment of projects in LAHM, NEMIS or eGrants.
- Candidates shall have a minimum of two years’ experience working on a state/federal mitigation operation.
- Candidates with CFM and PMP certifications and experience with FEMA Public Assistance and HUD CDBG will be viewed favorably.
