Grant Manager (HGA-BR)

Position Summary & Duties:

POSITION SUMMARY:

Works under the direction of a Project or Program Manager and is the senior technical resource responsible for providing comprehensive grant management services to Grantees and sub recipients involving all aspects of HUD/CDBG requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Participates in meetings with Grantees and sub recipients to establish initial assessment of proposed recovery projects and activities to explain CDBG-DR and other federal funding disaster recovery program rules and regulations.
  • Assists in preparation of project descriptions and initial and final applications for funding.
  • Coordinates application development with other contractors.
  • Assists Grantees and sub recipients with compiling HUD/CDBG required documentation and complying with all HUD/CDBG requirements.
  • Assists with review and oversight of funded projects through project close-out.
  • Responsible for review of these duties and responsibilities when performed by a direct report.

SKILLS AND ABILITIES:

  • Strong customer service skills.
  • Capability to conduct research into project-related issues and products.
  • Knowledge and skills in Federal grant provisions and requirements.
  • Knowledge of procurement, labor compliance, environmental requirements.
  • Knowledge of Section 3, Section 504, real estate acquisition.
  • Knowledge of citizen participation, fair housing, and residential anti-displacement.
  • Knowledge of EEO, financial management, and record keeping.
  • Excellent written and oral communication skills.
  • Excellent typing skills and proficient in all Microsoft Office applications. 

Qualifications:

EDUCATION AND/OR EXPERIENCE:

  • Minimum education requires an Associate’s or technical degree or equivalent work-related experience.
  • Requires 5 years’ experience in administering grant funding and implementation at the federal, state or local levels of governments with emphasis on Community Development Block Grants.
  • Bachelor’s degree or equivalent work related experience is preferred.
  • Has specific knowledge of HUD and CDBG requirements and policies.
  • Knowledgeable of multiple federal disaster recovery programs including FEMA–PA, HMGP, FHWA, etc.

REQUIREMENTS:

  • Program development experience preferred.
  • Spanish Speaking highly preferred.
  • Teleworking is an option, but frequent travel will be required.
