Operations Manager - Pipeline Services (HGA-M)

Position Summary & Duties:

The Operations Manager position is a direct-hire, pipeline services position working for HGA at our office in Midland, TX.


The Operations Manager position is responsible for the administrative and technical management (as necessary) over more than one major function, section, or department on projects within HGA’s Pipeline Services division. Applies broad plans of operation.  Operations Manager periodically reviews project schedules, budgets, and progress.  Assesses and resolves inter-functional conflicts.  Ensures that projects are consistent with company strategy, commitments, and goals.  Operations Manager recommends personnel transactions and establish work group standards, policies, and procedures. 


  • Operations Manager is the main point of contact between HGA and our clients.
  • Communicate with clients on design requirements, project schedule, and costs.
  • Operations Manager leads the planning and implementation of projects.
  • Facilitate the definition of project scope, goals and deliverables.
  • Operations Manager defines project tasks and resource requirements.
  • Develop full scale project plans.
  • Operations Manager assembles and coordinates project staff.
  • Manage project budget and resource allocation.
  • Operations Manager plans and schedules project timelines.
  • Lead weekly internal project meetings.
  • Lead weekly project meetings with client.
  • Operations Manager tracks project deliverables using appropriate tools.
  • Provide direction and support to project team.
  • Operations Manager ensures project is operating within quality assurance guidelines.
  • Constantly monitor and report on progress of the project.
  • Operations Manager presents reports defining project progress, problems and solutions.
  • Implement and manage project changes and interventions to achieve project outputs.
  • Project evaluations and assessment of results.
  • Supervision and approval of proposals.


  • Ability to react promptly and efficiently to shifting priorities, demands, and timelines through analytical and problem-solving capabilities.
  • Ability to bring projects and tasks to successful completion through political sensitivity.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, other offices, clients, and other departments.

  • Capability to conduct research into project-related issues and products.

  • Bachelor’s degree in engineering from an accredited college.   
  • Fifteen years or more of full-time project/program management related experience with pipelines and oil and gas facilities preferred.
  • Experience in projects requiring FERC authorization preferred.
  • Experience including budgeting, scheduling, tracking, monitoring, and reporting within projects or programs.
  • Experience leading projects in a team-oriented, collaborative environment.
  • Strong familiarity with advanced project management practices, methods, and techniques.
  • Proficient in use of MS Windows, MS Outlook, MS Excel and MS Word.
  • Demonstrated experience in personnel management.
  • Understands basic revenue models, P/L, and cost-to-completion projections.
  • PMP certification preferred.
  • PE license preferred.
