Lead Estimator (HGAS)

Position Summary & Duties:

The Lead Estimator is a direct hire position with one of our oil & gas clients in the Houston, TX area. 

The Lead Estimator will oversee the development of competitive Lump Sum / Fixed Fee / Time and Material cost estimates to support the Sales Departments efforts to procure new work.  The estimates should be based on an understanding of the customer’s specification and scope requirements, and industry standards, and vendor pricing.  Totally responsible for scope and quality of department. Major profit and loss responsibility influencing corporate success or failure.

Lead Estimator Position Responsibilities:

  • Lead Estimator should possess prior Refinery / Petro-Chemical / Bidding Experience
  • Incorporate safety and environmental responsibility into daily action.
  • Incorporate positive interpersonal skills when communicating or interacting with customer, subcontractor, vendor, craft and personnel.
  • Employ organizational skills that effectively minimize obstacles that negatively impact the project.  When obstacles arise, employ sound decision making/problem solving skills to resolve the issue.
  • Develop, direct and monitor strategic plans consistent with overall profit and growth objectives of the Regional Office.
  • Determine and advise what types of projects to bid, strategies, techniques, etc.
  • Formally responsible for making recommendations regarding policies associated with the job’s purpose and essential responsibilities.
  • Lead Estimator will determine whether and how to incorporate pricing and trending feedback from purchasing and executed projects.
  • Determine what changes need to be made to our estimating guidelines to make them more accurate and respond to design or purchasing changes.
  • Decide on what training is needed for each estimator and make daily work assignments based upon their expertise.
  • Lead Estimator will oversee and train the estimators to develop accurate estimates in line with the proposal scope. Create a positive environment that challenges individuals into doing good work. Answer estimator’s questions – have an open door policy. 
  • Lead Estimator will train estimators in reviewing customer specifications so they can develop an accurate estimate and provide technical exceptions.
  • Interact with vendors and the purchasing and projects groups to get pricing feedback and improve estimating accuracy.
  • Improve templates and pricing feedback system and develop training programs for licensees.
  • Develop models for estimating new products, i.e. solar, EORs, etc.
  • Lead Estimator will review all final estimate packages to ensure accuracy and completeness prior to formal quotation.
  • Direct and supervise the development of proposals, and assist responsible individuals with proposals to create effective presentations.
  • Support the development of business plans and goals, and develop strategy for management of client contacts regarding new work, contract negotiation, claims resolution and future work potential.
  • Lead Estimator will monitor the financial operations of individual projects to insure compliance with budgets.
  • Provide technical assistance in negotiating contracts, change orders, etc.
  • Lead Estimator will direct all estimating functions, incorporating research of statistical data on labor analysis, budget quantity, estimating factors and historical data review.
  • Travel by air and car as needed to maintain position’s essential functions.
  • Participate in “lessons learned” meetings upon completion of a project. 
Qualifications:

Lead Estimator Requirements:

  • Four-year business administration degree or equivalent combinations of technical training and/or related experience required.
  • Lead Estimator should possess strong understanding of construction technology and trends.
  • Working knowledge of accounting principles and processes.
  • Lead Estimator should have extensive (ten or more years) experience in the management of construction segments.
  • Lead Estimator should be proficient with estimating and related functions plus have a thorough knowledge of corporate objectives impacting estimating, estimating strategies and techniques, and construction contracts required.
  • Lead Estimator should have prior Refinery / Petro-Chemical / Bidding Experience
